Should I even bother becoming an environmental engineer if I’m bad at math and chemistry?
Currently I go to a community college (I have a 4.0 GPA there), and I was planning on transferring to Penn State for environmental engineering. I have always been horribly bad at math and chemistry (I always needed private tutors just to pass). Should I even bother becoming an engineer? Or should I switch to something else? Like earth sciences?

Rather than rush to transfer, take a math and or chemistry course and see how you do.
One semester of community college is much cheaper . If you already have the fundamental courses such as algebra and calculus then take a statistics course. Also consider that a large part of engineering is economic and business oriented so consider courses that could be applied to a business major if you elect to not pursue engineering.
Another option would be to think about technical vs engineering training as it applied to environmental service. If your more of a hands on person you might do well training for the operation and maintenance of waste water treatment plants. For O&M you would concentrate on technical courses such as electricity, plumbing, pneumatics, hydraulics. Even though these courses sill require math you will find them less demanding.
